The CONEVAL releases the results of the poverty measurement at municipal level for the year 2010. For the first time the poverty measurement at municipal level is presented for the 2,456 municipalities in Mexico based on the economic and social dimensions set forth by the General Law of Social Development (LGDS): income, educational gap, access to health services, access to social security, quality and spaces of the dwelling, access to basic services in the dwelling, access to food and degree of social cohesion.


According to the General Law of Social Development (LGDS), the CONEVAL should measure poverty statewide every two years and poverty at municipal level every five years and to do so must use information generated by the National Statistics and Geography Institute (INEGI). By presenting the municipal poverty measurement poverty is given compliance as set forth in the LGDS.


Estimates of poverty at municipal level 2010 are presented, along with those that were published in July 2011 at the national level and for the federal entities, form an integrated diagnosis of some of the main problems of social development of the country.

Having estimates of poverty at municipal level contributes to strengthening accountability in the country and to improve the planning of social development policy.

Main Results


  • The municipalities with the highest percentage of population in poverty in 2010 were: San Juan Tepeuxila, Oaxaca (97.4); Aldama, Chiapas (97.3); San Juan Cancuc, Chiapas (97.3); Mixtla de Altamirano, Veracruz (97.0); Chalchihuitán, Chiapas (96.8); Santiago Textitlán, Oaxaca (96.6); San Andrés Duraznal, Chiapas (96.5); Santiago el Pinar, Chiapas (96.5); Sitalá, Chiapas (96.5), and San Simón Zahuatlán, Oaxaca (96.4).

  • The municipalities with the lowest percentage of population in poverty in 2010 were: Benito Juárez, Distrito Federal (8.7); San Nicolás de los Garza, Nuevo León (12.8); Guadalupe, Nuevo León (13.2); Miguel Hidalgo, Distrito Federal (14.3); San Pedro Garza García, Nuevo León (15.2); San Sebastián Tutla, Oaxaca (16.7); San Pablo Etla, Oaxaca (17.3); Apodaca, Nuevo León (18.0); Corregidora, Querétaro (18.7), and San Juan de Sabinas, Coahuila (19.0).

  • The municipalities with the highest number of population in poverty in 2010 were: Puebla, Puebla (732,154); Iztapalapa, Distrito Federal (727,128); Ecatepec de Morelos, México (723,559); León, Guanajuato (600,145); Tijuana, Baja California (525,769); Juárez, Chihuahua (494,726); Nezahualcóyotl, México (462,405); Toluca, México (407,691); Acapulco de Juárez, Guerrero (405,499), and Gustavo A. Madero, Distrito Federal (356,328).
