Poverty Measurement
 
What is multidimensional  poverty measurement?

 

Poverty measurement in our country has been developed, both traditionally and mainly, from a one-dimensional perspective, in which income is used as an approximation to the population’s economic wellbeing. In spite their evident usefulness, as well as their worldwide broad acceptance in the world order,  poverty one-dimensional poverty measurements have been submitted to exhaustive revisions. It is argued that one of their main limitations consists on the fact that the concept of poverty comprises various components or dimensions, that is, it is a phenomenon of a multidimensional nature that cannot be considered, solely and exclusively, by the goods and services that can be acquired in the market.

According to what is set forth by Article 36 of the General Law for Social Development, the CONEVAL shall establish the guidelines and criteria for the definition, identification and measurement of poverty in Mexico, taking into consideration at least the following indicators:

 


 Current per capita income

 Average educational gap in the household

 Access to health services

 Access to social security

 Quality and spaces of the dwelling

 Access to basic services in the dwelling

 Access to food

 Degree of social cohesion


The information CONEVAL shall use is that generated by the National Statistics and Geography Institute (INEGI), with a two-year minimum periodicity for state information and five-year minimum periodicity for municipal disaggregation. The general guidelines and criteria for the definition, identification and measurement of poverty were published in the  Official Journal of the Federation (Diario Oficial de la Federación on the 16th of June 2010).
