World Food Day   


Within the framework of the World Food Day, in Mexico 13.8 percent of the population was in condition of food poverty in 2006, that is, did not count with sufficient income to buy a basic food basket, even when using all their income.

 

According to estimations by the CONEVAL, based on the National Household Income and Expense Survey, food average consumption per capita of the 20 percent poorest population in the country in 2006 was only 424.6 pesos per person per month, under the urban or rural food poverty line. This indicates that due to the fact that the impoverished population has to devote resources to other needs (health, education, transportation, clothing, etc.) besides food, the amount they can spend in food is even lower than the food basket’s minimum value. This shows the fragility of the nutritional situation of population in poverty

 

On the other hand, national child malnutrition, measured by the prevalence of underweight and small size of children under 5 years of age in 2006 registered levels of 5.0 percent and 12.5 percent respectively, a trend that has been dropping since 1988; nonetheless, malnutrition levels are still high among the indigenous population, for small size prevalence in children under 5 years of age in the indigenous population was 33.2 percent in 2006, in contrast with 48.1 percent in 1988.

 

The INEGI is currently gathering the necessary information to be able to measure poverty in 2008; this information will be published in 2009. However, it is important to acknowledge that while in August 2007 the rural food basket annual value grew by 5.2 percent compared to the same period of the previous year, the basket annual increase in 2008 was 12.2 percent and its total increase from August 2006 to August 2008 was 18 percent, according to figures by the Bank of Mexico, value that if it were higher than the household income increase would translate to a growth of income poverty. Thus, it is necessary to undertake actions that aim to support families in poverty in order for the final impact to be reduced as much as possible.

 

Social program external evaluation


Among the social programs that fight against this situation are: The Oportunidades Human Development Program, Milk Social Provision Program under Liconsa, and the Diconsa Food Aid Program.

 

The Consistency and Results external evaluation performed in 2007 on these social programs report the following findings:

 

Oportunidades Human Development Program:


The external evaluation performed by the Monterrey Institute of Technology and Higher Education (ITESM) reports that the program’s impact is the reduction of the prevalence of anemia; an increase of young children height and weight; diet improvement in homes through the consumption of animal food sources and food complement of infants under 2 years of age. According to the program’s external evaluation, one of the challenges it faces is that relative to the quality of education and health services.

 

Milk Social Provision Program (PASL):


The external evaluation performed by Beta Korosi Consultoria S.C. Consultants reports that the PASL’s design and operation have enabled it to perform external results evaluations and technical studies that have proved the contribution of Liconsa fortified milk consumption to the reduction of malnutrition. Likewise, the Price of Liconsa fortified milk positively impacts the savings of beneficiary families. The results of the PASL operation show an adequate performance for the achievement of its Output and the contribution to its Outcome.

 

The challenges it faces, according to the external evaluation, are: counting with medium and long term strategic planning. The PASL requires a medium and long term coverage strategy targeted to broaden its coverage based on social policy objectives and priorities in matters of nutrition and poverty, especially being able to tend to localities and municipalities with high levels of malnutrition. .

 

Food Aid Program (PAL)


The Consistency and Results external evaluation performed by the Studies Center for a National Alternative Project (Centro de Estudios para un Proyecto Nacional Alternativo S.C.), reports that the PAL has enabled the members of beneficiary families to improve their level of daily nutrient intake, for aid in kind is made up of a series of food products whose main feature is a high nutritional contribution.

 

However, the challenges it faces regarding its coverage and focalization, as determined by the external evaluation, is that the program requires a method to quantify potential and target populations, as well as a short, medium and long term coverage strategy.
