CONEVAL REPORTS PROGRESS IN THE COVERAGE OF BASIC SERVICES
According to the Evaluation Report on Social Development Policy in Mexico 2008, conducted by the National Council for the Evaluation of Social Development Policy (CONEVAL), in 1992, the percentage of households in dwellings with lack of water piped from 20 percent of the poorest population was 43.9, while nationwide the percentage was 18.5 percent.
For 2006, the percentage of occupied private dwellings of 20 percent of the poorest population decreased to 23.0, and 9.8 percent nationwide
Although the coverage of basic services has increased, there are still important differences between states and regions of the country. So the current challenge of public policy, in terms of basic services, is equalize the coverage between regions, to improve their quality and to achieve universal coverage.

Although
