Forum on Indicators for the Characterization of the Indigenous Population in Poverty

Pachuca, Hidalgo.- The National Council for the Evaluation of Social Development Policy (CONEVAL), in collaboration with the Autonomous University of the State of Hidalgo (Universidad Autónoma del Estado de Hidalgo, UAEH), held the Forum on Indicators for the Characterization of the Indigenous Population in Poverty 2010.

The Academic Project, designed by the UAEH by request of the CONEVAL, has two fundamental cruxes: 1) characterize and analyze the indigenous population in poverty according to the indicators established in the Multidimensional Measurement of Poverty issued by the CONEVAL, and 2) prepare a poll that enables making estimations on the indigenous population in situation of poverty.

The Forum counted with the participation of different specialists in the study of indigenous populations, who collaborate in institutions such as the United Nations Fund for Population Activities (UNFPA), the National Commission for the Development of Indigenous People (Comisión Nacional para el Desarrollo de los Pueblos Indígenas, CDI), the Universidad Nacional Autónoma de México, the Autonomous University of the State of Hidalgo (Universidad Autónoma del Estado de Hidalgo, UAEH) and CONEVAL, who exchanged information and provided technical consultancy and institutional support to go into depth in the knowledge of the indigenous population in situation of poverty.

The inaugural ceremony was hosted by Adolfo Pontigo Loyola, Head of the Social Sciences and Humanities Institute of the Autonomous University of the State of Hidalgo (Universidad Autónoma del Estado de Hidalgo, UAEH); by Fernando Cortés Cázares, CONEVAL Academic Researcher, and Tomas Serrano Avilés, Academic Head of the Demographic. 

In his participation, Fernando Cortés, CONEVAL academic researcher, mentioned the importance of characterizing the indigenous population to generate statistics that allow orienting efforts towards a better social policy targeted to this segment of the population. Likewise, he stressed the need of generating indicators to go into depth in the repercussion poverty has on this population and, thus, generate relevant information for the evaluation and design of social development policy. 

In his intervention, Adolfo Pontigo Loyola, of the Social Sciences and Humanities Institute of the Autonomous University of the State of Hidalgo (Universidad Autónoma del Estado de Hidalgo, UAEH), stated that this project constitutes a great opportunity to measure the poverty indexes within this sector of the population. 

Germán Vazquez Sandrín, Researcher Professor of the Social Sciences and Humanities Institute, and general coordinator for the research, highlighted the fact this was not a poverty measurement research, but a research that intends going into depth in the characterization of the indigenous population in situation of poverty and in the study of the major factors that determine it.
